Housing Programs

The Newton Housing Authority (NHA) provides different programs to accommodate a variety of housing needs. Listed below are some programs that the NHA offers. If you have any questions, please contact our office at 617-552-5501.

Federal Elderly/Disabled Program (HUD)

Consists of 298 one-bedroom units located at Parker House, Jackson Gardens, Horace Mann, Norumbega Gardens, Echo Ridge, and Nonantum Village. To qualify for this program, you must be a senior (62 years or older), disabled/handicapped or a single person who is income eligible. The wait time for this program is approximately 5 years. Applicants will be offered an apartment at the location where the vacancy exists at the time their name reaches the top of the waiting list. Applicants are not permitted to choose the location.

State Elderly/Disabled Program (EOHLC)

Consists of one-bedroom units located at Centenary Village, New Hyde Apartments and various scattered site apartments. To qualify for this program, you must be income eligible and 60 years or older or disabled/handicapped. The wait time for this program is approximately 5+ years. Applicants will be offered an apartment at the location where the vacancy exists at the time their name reaches the top of the waiting list. Applicants are not permitted to choose the location.

State Family Program (EOHLC)

State Family units are scattered throughout the City of Newton. There are 79 family units comprised of two, three, and four-bedroom units. The wait time for this program is approximately 10+ years. It is estimated that applicants applying for emergency priority under this program will have a wait time of approximately 5+ years due to the lack of vacancies.

Housing Choice Voucher Program “Section 8” (HUD)

The NHA administers a Section 8 Housing Choice Voucher Program with funding from the Department of Housing and Urban Development (HUD). This is a federal program through which vouchers are utilized in assisting tenants in paying their rent in apartments that they have located. The NHA currently has 441 Section 8 vouchers. The NHA participates in the Massachusetts Section 8 Housing Choice Voucher Centralized Waiting List. Interested applicants can apply to the Centralized Section 8 Waiting List by requesting an application through any of the participating housing authorities or by applying online aMassachusetts Section 8 Housing Choice Voucher Centralized Waiting List. Due to the interest in this program, the wait time for this program is approximately 10+ years.

Other Rent Subsidy Programs (HUD)

Section 8 YMCA Project-based Single Room Occupancy Program for Single Homeless Men.
There are 25 units in this facility that are subsidized by Section 8 project-based vouchers. The waiting list for this program is approximately 6 months to 1 year, depending upon vacancies.

Section 8 Victims of Domestic Violence Program
This is a program designed for families who are in domestic violence situations. The program consists of 15 slots dedicated to Victims of Domestic Violence. The waiting list for this program can be approximately 5+ years depending on each applicant’s preferences.

Mass Rental Voucher Program “MRVP” (EOHLC)

The NHA operates a Massachusetts Rental Voucher Program (MRVP) consisting of 32 state funded vouchers including both project-based and mobile vouchers.

The Executive Office of Housing and Livable Communities (EOHLC) has been working to incorporate MRVP into Common Housing Application for Massachusetts Programs (CHAMP). MRVP went live in CHAMP on September 27, 2023 and the MRVP lottery will run between September 27, 2023 through October 27, 2023 at 4:00pm EST. This means that applicants will be able to apply for MRVP mobile vouchers as well as MRVP project-based vouchers using CHAMP.

To apply online go to the CHAMP website or complete the 2023 Common Housing Application under Applications and submit to the Newton Housing Authority, 82 Lincoln Street, Newton Highlands, MA 02461.

Commonwealth of Mass. Chapter 689 Program (EOHLC)

The Newton Housing Authority is the owner of two properties funded by the Commonwealth of Massachusetts Department of Housing and Community Development. These properties are leased to vendors who operate residential programs for individuals with disabilities. 

Section 8 New Construction Program

Consists of 42 one-bedroom units located at Hamilton Grove which includes 4 handicap accessible units. To qualify for this program, you must be a senior (62 years or older) or disabled/handicapped. The wait time for this program is approximately 5 years.

NHA Management Program

The NHA owns and operates 93 units of managed housing for low-income families and individuals. These include single room occupancy, one, two and three-bedroom units that are located throughout the City of Newton. These units were purchased using inclusionary zoning funds and other public and private sources that have allowed the NHA to increase the number of affordable rental units in the City of Newton.

Project-based Section 8 Program at Pelham Street
This program consists of 7 project-based Section 8 units at our Pelham Street development. This building contains studios and one-bedroom units. After one year, participants in this program can request a tenant-based voucher.
