The Billerica Housing Authority was established in 1963 by the Commonwealth of Massachusetts to provide safe, decent and sanitary affordable housing for qualified residents of Billerica. A political subdivision of the state, BHA is governed by a five member Board of Commissioners. Four members are elected by Billerica citizens and one member is appointed by the Governor. All members serve five year terms. The Board sets policy for BHA and employs an Executive Director to manage and administer all operations of the agency.
The Board also retains legal counsel and a fee accountant. All operations of the BHA are subject to review by private and public annual audits and management reviews by several regulatory agencies to ensure accuracy and compliance. These agencies include the Commonwealth of Massachusetts Department of Housing and Community Development (DHCD) and the U.S. Department of Housing and Urban Development (HUD).
